The average unemployment rate for graduates in 2011 was about 2.5%, compared to an unemployment rate amongst other groups of just under 5%. The main issue with entrepreneurship in Germany is that the rate of business formation is rather low and the federal and regional governments are trying to advocate business start-up activities in order to strengthen competitevness. The educational strategy is to integrate entrepreneurship directly in high schools, colleges and universities, however, to date this has had little real impact.
